The short answer is that the remotes are almost certainly working fine — the issue is usually line of sight.
The multi-color LED bulbs use infrared (IR) remotes, which means the signal has to travel in a direct, unobstructed path from the remote to the bulb. IR can't pass through the metal hood or housing, so the remote has to be pointed right at the bulbs to affect them. (The fact that you're seeing the IR feature respond at all is actually a good sign that the remote itself is functioning.)
A couple of things that should get you up and running:
Test one bulb up close. Get within a few inches of a single bulb, point the remote directly at it, and press a button. If that bulb responds, you've confirmed both the remote and the bulb are working — it's purely an angle issue from there.
Find the "sweep" angle to hit all the bulbs at once. Because one remote can control every bulb on the feature, the trick is positioning the remote so its IR signal reaches all of them simultaneously rather than one at a time. Most folks have the best luck aiming from down low to the left or right and angled up toward the bulbs, so the signal sweeps across the whole row of bulbs together. A little experimenting with that angle usually does it.
If you try the close-up test and a bulb still won't respond, let us know and we'll go from there — but in the vast majority of cases it just comes down to finding that line-of-sight angle.
